The Strategic Observatory was created because of the need to boost competitiveness of current businesses, by developing the concept of open innovation included in the Social Innovation and Business Competitiveness Plan (PCEIS 2006-2009), with the aim of increasing the innovation capacity of Basque companies.

The Observatory's main functions are:

• To identify needs, based on the situation of production, contrasting with the best existing practices in the sector.
• To find opportunities, by means of a technology, market and competitiveness intelligence surveillance service.

The aims are to:

• Develop and launch a system to search, collect, analyse and disseminate relevant information for target companies.
• Promote and invigorate competitive intelligence in SMEs and encourage collective activities such as: technological change analyses, tutorials, day conferences, etc. with the companies in each cluster.
• Start up a system to support the identification of technology and innovation needs (AIS: strategic lines, programmes, projects).
• Provide a system to support the identification of needs, as well as strategic intelligence mechanisms that provide valuable information for intelligent decision-making when looking for and making the most of business opportunities.
